Here are a few things I would consider while choosing the city :-
User group : Among consumers, I am assuming this type of device will be considered by rich individal who are early adopters of technology. Among businesses, there could be certain industries interested in this like healthcare, military etc. While choosing the city, I will consider that the city has the right demographics and company headquarters.
Supply Chain : I will consider the distribution network and cost while choosing the city.
Demand/Supply economics : Can the city generate enough demand to meet the supply side costing/economics?
Marketing : This type of device will most likely have a few early adopters who will then spread the word. Does the city have the right type of influencers and enough followers?
Regulations : What type of flight regulations does the city have? How hard would it be work with the city’s government?
Customer support & repair : Will it be possible to build the infrastructure required to handle returns & repairs if needed?
